International AIB / IFLA short film contest about libraries
Here is the 11th edition of the contest “A corto di libri. The short films tell about the libraries” organized by the Italian Library Association with the support of the CEPELL – Centro per il libro e la Lettura of the MiBACT, Free Library of Philadelphia, Pikes Peak Library District in collaboration with IFLA – International Federation of Library Associations and Institutions Metropolitan Libraries Section, Gallucci editore, MediaLibraryOnLine, Del Vecchio editore,
The competition was founded in 2009 with the aim of promoting the idea that libraries and librarians represent in the collective image, especially for users who frequent them, using the short film as a condensed point of view. Citizen Kane, Breakfast at Tiffany, The name of the rose, Murder, She wrote: these are just some of the countless titles with which the cinema and TV presented libraries and librarians. Places and characters cross the seventh art – of various nationalities and traditions – as extras, supporting actors, protagonists, between stereotypes and originality of all kinds. In the Internet age we believe that the book world still offers a lot to tell, and we would like it to be the compact point of view of the short film to take up this challenge.
Hence in February 2009 the first national competition for video artists – with no age or experience limits – to narrate the microcosm of librarians, beyond the clichés.
During the 10 previous editions 197 short films from all over the world joined the contest.

SUBMISSION RULES
1. The contest has three Sections: Fiction, Documentary, Advertising
2 The contest assigns five awards:
a. Best film of the Fiction Section
b. Best film of the Documentary Section
c. Best film of the Advertising Section
d. Best film among the winners of the a., b., and c. awards
e. IFLA Metropolitan Libraries Short Film Award, to the best film about public libraries in large cities and metropolitan areas.
3 The contest is free of charge and open to all. Entrants can submit only one film per Section (a., b. and c.). The main subject of the film must be libraries and/or the profession of librarian.
4 In order to register for the contest the form must be completed, signed and sent with each film. The film must be sent in digital format (mp4 or avi).
5 The film must be a maximum of 20 (twenty) minutes in length for the Fiction and Documentary Sections and a maximum of 2 (two) minutes for the Advertisement Section.
6. If the film has been previously submitted to other contests, participants must indicate in the entry form the name of the contest, place and year. Films already submitted to this contest in the previous years cannot be submitted again.
7. Works must be licensed under a Creative Commons CC-BY4.0 license. Each participant must use music, images and films in the public domain or created for the film or include a signed permission from the rights holder; the entrant must obtain permission from each child or under-18 years old person who appears in the film.
8. The IFLA Section on Metropolitan Libraries will select the videos which, based on the subject and the presence of subtitles, will be projected and voted during the IFLA MetLib ConferenceIn order to be selected for the IFLA Metropolitan Libraries Short Film Award, entries in languages other than English must have English subtitles.
9. The deadline for entries is April 28, 2019. Films can be submitted via file transfer (FTP) or similar technology.
10. A jury – headed by the critic Fabio Melelli – will select the best film for each Section; one of the winners of the three Sections will be assigned the award for the best film. The awarded films will be screened during the ceremony which will take place on May 11th, 2019, at the 32nd International Book Fair in Turin (Italy).
11. The films selected to compete for the IFLA Metropolitan Libraries Short Film Award will be judged by the librarians attending the IFLA MetLib Conference in Helsinki, Finland (May 8-10, 2019)
12. The winners of each Sections will receive a certificate, books, a subscription to MLOL Plus, two free entrances to the International Book Fair in Turin (Italy) and a reimbursement of the travel expenses to Turin. The winner of the Best Film will receive 1000 euros and an artwork made by artist Ambra Mirabito
13. The winner of the IFLA Metropolitan Libraries Short Film Award will receive:
-
- a. If a library, 1000 euros as a contribution to travel expenses to the IFLA World Library and Information Congress in Athens, Greece (August 2019)
- b. If an individual film-maker, 1000 euros in film-making equipment.
Prizes can be varied by the organizers.
14. The jury’s decisions are final and cannot be appealed.
15. The winners of each of the Sections will be notified in advance so that they can attend the award ceremony, in Turin or elsewhere.
16. All the received files will be collected by AIB’s and IFLA’s repositories and will be available on websites including Facebook, YouTube, Vimeo, etc. Films will be screened during not-for-profit events and in order to promote libraries and reading also by Centro per il Libro e la lettura (CEPELL)
17. The entrant is the person solely responsible for the content and creation of the works.
18. The organizers shall decide on all matters not covered by these rules.
19. Entering this contest implies the full acceptance of these rules.
