Library 2007 - a strategic project for the political future of libraries

Library & Information Germany (BID) and the Bertelsmann Foundation recommend to resolutely and bindingly integrating libraries into the education system. In order to assure quality and efficiency, experts propose the founding of a BEA BibliotheksEntwicklungsAgentur (Agency for the development of libraries) as a driving force for innovation and as central organization unit.

Education and qualification are central factors for the sustainability of a country. Libraries are qualified service providers contributing basically to the fields of education, research, political integration and orientation within the daily routine of the German population. They provide inhabitants as well as economy and science with literature and information.
The author of the strategic concept "Library 2007" assumes that a reform of the library sector must take the sovereignity of the federal states with regard to educational and cultural topics as well as the regional responsibility for public libraries into consideration and can just be implemented in close cooperation with the federal states and communities. In a federal state, central services can only have an effect if they are supported and not directed. The individual libraries are the significant forces to implement innovation on the spot – central institutions or third parties have the function to support and encourage.
The strategic concept "Library 2007" is presented by Library & Information Germany (BID) as the umbrella organization of all librarian organizations and by the Bertelsmann Foundation which is committed to the promotion of societal change in cooperation with its partners as one of the main corporate goals. The content is summarized in the enclosed document that was published by the Bertelsmann Foundation in March 2004. In June 2002 the program started and was accompanied by a group of renowned experts from the field of libraries. A further consequence is the urgent appeal to the federal and regional policy for the founding of a BEA BibliotheksEntwicklungs-Agentur with the intention to assure quality, innovation and sustainability of public and scientific libraries within Germany.

“Biblioteca e Informazione Germania” (“BID”) e la Fondazione Bertelsmann consigliano di integrare le biblioteche nel sistema educativo in modo deciso e definitivo. Per poter garantire qualità ed efficienza, gli esperti propongono la creazione di una “BEA BibliotheksEntwicklungsAgentur” (“Agenzia per lo sviluppo delle biblioteche”) come forza propositrice per l'innovazione e come unità centrale d'organizzazione.

Educazione e qualità professionale sono fattori centrali per la sostenibilità di uno stato. Le biblioteche sono fornitrici qualificate di servizi, e contribuiscono in modo fondamentale ai campi dell'educazione, della ricerca, dell'integrazione politica e dell'orientamento nella vita quotidiana della popolazione tedesca. Offrono letteratura ed informazione ai cittadini così come al mondo dell'economia e della scienza.
L'autore del programma strategico “Biblioteca 2007” suggerisce che una riforma del settore bibliotecario deve prendere in considerazione la sovranità degli stati federali in rapporto ai temi educativi e culturali così come la responsabilità regionale delle biblioteche pubbliche, e può essere attuata solo in stretta cooperazione con gli stati federali e le comunità. In uno stato federale i servizi centrali possono avere effetto solo se sostenuti e non imposti. Le singole biblioteche sono la forza propulsiva per implementare l'innovazione sul posto – le istituzioni centrali o li altri attori hanno la funzione di sostenere e incoraggiare tale processo.
Il programma strategico “Biblioteca 2007” è presentato da “Biblioteca e Informazione Germania” (“BID”), organizzazione-ombrello che riunisce tutte le organizzazioni bibliotecarie, e dalla Fondazione Bertelsmann, che ha fra i suoi obiettivi principali la promozione di mutamenti sociali in cooperazione con i suoi partner. Il contenuto viene riassunto nel documento annesso, pubblicato nel marzo 2004 dalla Fondazione Bertelsmann. Il programma ha avuto inizio nel giugno del 2002, in associazione con un gruppo di esperti riconosciuti nel campo delle biblioteche.
Un'ulteriore conseguenza è l'appello urgente alle istituzioni politiche federali e regionali per il finanziamento della “BEA BibliotheksEntwicklungs-Agentur” con l'obiettivo di garantire la qualità, l'innovazione e la sostenibilità delle biblioteche pubbliche e scientifiche in Germania.
